Assemblyman Joe Malone, R-Burlington, has stepped down as the Assembly budget officer and will be replaced by a Monmouth County Republican.

Assemblyman Joe Malone is stepping down as Republican budget officer.

Malone, who has served in the Assembly since 1993, instead will serve as the deputy Republican leader in the Assembly. He also will continue to serve on the education committee. Assemblyman Declan O'Scanlon, R-Monmouth, will taken his position on the Assembly Budget Committee. The budget officer is the top minority-party position on the budget committee. Malone had held that job since 2004.

"After much thought, I have come to the conclusion that the time has come for me to step down as the Republican Budget Officer," Malone wrote in a letter to Assembly Minority Leader Alex DeCroce, R-Morris. "I appreciate your desire for me to continue to serve in this capacity, but after careful deliberation, I believe it would be impossible to fulfill my responsibilities as Budget Officer and take on the additional leadership duties that we have discussed."

Malone was praised by both Republicans and Democrats for his service on the budget committee.

Declan O'Scanlon will replace Malone as the Republican budget officer.

"During his time as the Republican leader on the budget committee, I could always count on Joe to be honest and straightforward, hard-working and passionate," said Assembly Budget Committee Chairman Louis Greenwald, D-Camden. "I have nothing but the utmost respect and admiration for my friend and colleague; his leadership will be missed."

"Joe has earned the respect from both sides of the aisle because of his tireless efforts in the budget process and his fairness," said DeCroce. "Our caucus owes a debt of gratitude to Joe whose opinions are well-respected and his sense of humor always appreciated. I look forward to continue working with Joe in his new role as Deputy Republican Leader of our caucus."

Greenwald added that O'Scanlon "has truly large shoes to fill."

O'Scanlon said fiscal responsibility during the formation of the 2012 state budget would be high on his agenda.

"As we prepare to debate the fiscal 2012 budget, I firmly believe we must place the interests of taxpayers as our top priority which will only happen by putting our fiscal house in order and living within our means," he said.
